The Project is structured around five key objectives to enhance HIV response measures among key populations (KPs). It focuses on scaling up access to early and high-quality diagnosis, treatment, and care, integrating care for individuals affected by both TB and HIV, and strengthening the national public health response. As a Monitoring and Evaluation Analyst, you will play a crucial role in assessing the effectiveness of these objectives. This includes evaluating the progress and impact of the Project in improving the technical and managerial capacities of health professionals, supporting national health care reform, and fostering collaboration between civil society organizations, non-governmental organizations, and the public health sector in tackling the HIV/AIDS and TB epidemics.

Duties and Responsibilities of Evaluation Analyst

Take responsibilities for monitoring and evaluation activities of TB component of consolidated TB/HIV grant under the direct supervision of the Project Coordinator:

  • To be responsible for Monitoring and evaluation activities of the TB grant
  • Quarterly analysis of the data on TB indicators’ realization as per Grant Performance Framework and SR agreements, quality of services, summarizing of reports on project realization for concrete periods of time to present to project manager. Triangulation of qualitative, quantitative and impact level data.
  • Coordinates and bares the responsibility on the quality of routine reporting of the project progress according to GF, UNDP and national procedures and requirements.
  • Developing of draft M&E plans (separate for each Sub Recipient (SR) and an overall one for the Principal Recipient) for TB component.
  • Support and facilitate the development and strengthening Monitoring and evaluation system on TB.

Cooperate with M&E/Reporting Specialist and Project Coordinator and other project team in developing donor reporting (PUDR), contracting SRs, review and ensure timely and quality submission of reports by SRs: 

  • Review periodic technical reports of SRs and provide appropriate comments.
  • Provide technical expertise and inputs to consolidation of periodic reports for submission to donor.
  • Closely coordinate with the members of project staff in order to ensure timely and substantial reporting on activities implemented.

Capacity building of national partners on M&E related activities:

  • Organize and conduct training programs for SRs on the use of recommended reporting and monitoring formats and guidelines.
  • Advise management on project implementation and actively participate in discussion related to efficient and effective program implementation.
  • Conduct on job training for national counterparts (M&E staff and other staff responsible for any monitoring related activities) on monitoring and evaluation, proper filling documentation and reporting on M&E.
  • Perform other duties as required by UNDP/ PIU Senior Management.

Required Skills and Experience

Education:
  • Master’s degree or equivalent in public health, epidemiology, public administration, statistics, international development, sociology, social sciences or relevant field is required.
  • Bachelor’s degree in combination with 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  • Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree) of relevant experience at the national or international level in monitoring and evaluation activities is required.

Required Skills:

  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.

Desired Skills:

  • Experience in the field of TB and/or HIV/IADS monitoring and evaluation would be an asset.
  • Experience in assessment of data quality and analysis of data sets, preferable related to TB and/or HIV/AIDS would be an asset.
  • Experience with Global Fund funded projects is an asset.
  • Relevant work experience with international development organizations is an advantage.

Languages:

  • Fluency in English, Russian, and Tajik (written and spoken) is required.
